Can a ChatGPT plugin pay for placement?
No paid placement for plugins is offered anywhere in OpenAI's documentation as of 9 Oct 2026, and developers cannot request the promoted spots either. OpenAI's guidelines also stop a plugin from serving advertisements. ChatGPT ads are a separate product, and its documentation does not mention plugins. OpenAI has not said that paid placement will never exist, so this answer carries its date.
What the rules say

Directory placement and proactive suggestions are granted by OpenAI. The review page says developers cannot request enhanced distribution, and no price or program for it is documented.

The guidelines say plugins must not serve advertisements and must not exist mainly as an advertising vehicle.

OpenAI says plugins may currently conduct commerce only for physical goods. Subscriptions, digital goods and upgrade prompts inside a plugin are not allowed.

What we do not know
- An absence in documentation is not a promise. OpenAI could add paid placement later.
- We did not test the ads product. We read its documentation and found no mention of plugins.
Nobody outside OpenAI knows the full recommendation method. We report what is documented, what we counted, and what is still unknown, and we keep the three apart.
